ISP Pursuit Policy?

I have a question about the ISP pursuit policy - Is there any case in which they'll get involved in a pursuit?

I ask because several times in the past few weeks I've heard ISP refuse to get involved in a pursuit or have units be told not to initiate a pursuit. Tonight I was listening when a vehicle ran from a traffic stop "at 100 mph" and the officer didn't initiate a pursuit. Likewise I've heard a Bloomington undercover unit follow a stolen vehicle from Bloomington to Peoria waiting for marked ISP units to find them but once the troopers turned on their lights the suspect vehicle took off and a supervisor said "Pursuit is not authorized". Likewise in Bureau County a few weeks back a vehicle ran from a traffic stop and a pursuit wasn't "authorized". Fortunately there were 8 O units doing directed enforcement on I-80 and the vehicle was found by several units and the suspect footbailed. He ended up being the subject of a 2 day manhunt complete with air support and SWAT.

I'm just curious why ISP doesn't seem to do pursuits at all?
