Issue with Digital Iscan (Need replacement scanner ideas)

I have a Radio Shack Digital scan for travel. To begin, I like the ability to enter a town name and automatically downloads the frequencies. I have never been able to figure out how I can manually enter channels with a computer? Currently, the scanner turns on but once it gets to the menu it shuts down. It is not working. Does anyone suggest a replacement brand or unit that might be easier to pre-program from home before headed out on a trip? I do not think this scanner can monitor railroad channels either. If I were to replace this, what is the best and easiest digital travel scanner I should consider?

Some more information is needed. Is it a Pro-18 or 668 for a start will be helpful to diagnose. Does it shut down on at the menu on battery power? Does it shut down at the menu while powered by the USB cable? More information will help us help you. And yes it can receive analog FM railroad frequencies.
