But the 700 detail/event channels are all encrypted so nothing to hear other than the traffic details on roads outside the fairgrounds on 154.665.

In 2021, I did not observe anymore traffic on the following frequencies. Possibly abandoned & replaced by the new 154/155MHz frequencies, but worth monitoring:

I have many more miscellaneous & vendor frequencies, but above is the most well known ones. The 800 MHz frequencies listed above could change usage, as they have been known to in the past.

If the frequencies on this license are now in use it would likely be for Gates, Security, Operations and Maintenance as MegaHertz315 suggested.
I believe security screening at the gates is being increased.
