Seen here - Jackson County considers digital public safety radios, could encrypt messages from public | MLive.com

They bring up in the article encryption and 'suggest' only on certain talkgroups.
Mentioned it would be add three towers(simulcast).

While there is no specific timetable or proposed budget yet for the project, the Jackson County Board of Commissioners unanimously approved a motion Tuesday authorizing the county administrator to "negotiate for the purchase and installation of a new 800 Radio System with Motorola."

This link in turn does show Jackson integration as well as Leelenau, We knew about the three on west side.

I hope the County Board Of Commissioners brings on someone technical that can guide them through the land mines of a proprietary system that Motorola always tries to include in any system they propose.

The second issue is the bid cost of the radios. DO NOT LET MOTOROLA WRITE THE BID SPECS. This is another trick that the Motorola sales team uses, during their wine and dine dance that they do, to be able to slip in very specific specifications that no other vendor can meet.

The only way to end up with a good radio system at the lowest cost is with open specs and having bids from multiple vendors. Too many times Motorola likes to trick an agency into accepting the ability to ride on a bid that was done some time back and just laugh all the way to the bank.

If Motorola doesn't win the bid, expect them to challenge the decision on going with a different vendor.

So how exactly can Motorola "trick" them into a "proprietary system"?

Ànyway, I'd expect Jackson to follow along the lines of Calhoun County.
