Often times it's just cell phone jammers that people purchase that cause these unfortunate problems. The problem is, the end user doesn't understand how they work, nor knows the wideband noise can render other devices useless. We've saw this last year where a couple bought a phone jammer, then unknowingly took down a simulcast cell with it. Our team was able to locate law enforcement to their location, and the jammers were found. It's scary how easy it is to break comms.

LE in Mobile County/City is encrypted. I am made to think that the organized criminal/terrorist mentality is, if they can't listen, the alternative is to shut down communications.

Don't be surprised if this becomes standard practice for nefarious groups everywhere where communications encryption is utilized. The even more sad aspect is that potential extra eyes & ears of law abiding citizens is sharply curtailed by not being able to hear what is happening in the community.

It sure sounds like this was the case here, too, since neighbors reported wifi and phone issues in the apartment complex. And it was apparently AT&T that was investigating this before the police got involved. They found another person jamming like this in San Antonio just a few months ago if I remember correctly.

It is situations like this where distributors tout encryption to agencies seeking new or renewal services, or when they go to their current distributor asking what they can do to help further "secure" their system.

I'm thankful that my local jurisdictions have kept their main channels in the clear and chosen to only encrypt tac & other sensitive talkgroups when necessary. Clowns like this put that at risk.
