I mean come on, it has to be a conspiracy to keep all this from getting out?

And as soon as the bad guys realize that the "target" has a radio "bullseye" moving with it, they just change the detonator from a cell phone call to a :idea: dropped call. Or even more reliable, two different phones on different bands. When both phones drop the calls at the same time, start a 30 second timer and BOOM.....

Or even easier, when you have hundreds of young men and women that WANT to die to earn a spot in paradise (where do you think the word "assassin" comes from?), just stand one or more of them in the crowd with a wire and a 2 dollar switch from the Radio Shack around the corner....

There are jamming transmitters being sold in europe and asia that block all cell phones. They are used in restaraunts, movie theaters and opera houses. The FCC has warned that these are illegal to even posses as they are not approved and thus illegal to import. They can't be approved under part 15 and if they were FCC approved would have to be licensed as to frequeancy and location.

The Los Angeles Sheriff's Department has been looking for ways to jam cell phones. They say this is a requirment for some special events. So far they have not found a solution that is acceptable to FCC. I am sure that the secret service not have a problem getting an STA from the FCC for national security, especially since it would just be for a few mintues.

Expensive restaraunts in New York and other places have started installing RF proof panneling to stop cell phone use. People who pay a hundred dollars for supper do not want to be disturbed by people yaking on a cell phone. You will see more and more of this type consturction.

The Secret Service would be concerned with NTIA regulations not FCC regulations.

The secret service would not be jamming ntia freq. They would be jamming freq regulated by FCC. Why would they want to jam themselves?

Why would they bother with an STA?

I don't think the FCC is allowed to issue a license (or STA) to the Feds.

Personally I think the ide of jamming for security is a real dumb idea, but that has never stopped the feds from pursuing an idea before.
