Jasper County, IL Starcom 21

Up until a month ago I was able to receive Jasper County/Newton PD on talk group 8941. The few times I’ve heard anything on that talk group since then has been EMS being dispatched.

I’m interested to know if anyone in that area has noticed any change or would know what changes were made?

I haven’t monitored up there in the last few months and the Sheriff Office has moved and they are building a new jail. The building the Sheriff’s Office is using is at 1002 S Van Buren St. next to Tractor Supply.


It appears the old jail was demolished and the 150’ free standing tower was moved. I‘m not sure if Jasper County went to Starcom temporarily until their new building and tower are finished. I’m to far away to hear Jasper County on Starcom but it is possible they are using encryption or have gone back to VHF High Band.

I’ll take my radio with me the next time I go through the area.

Can you keep on eye on the new Fire 151.055 and a brand new license for a countywide fire system on 151.145


Can you monitor these for PL tones and usage please? I never heard anything when I was in Newton.

I see that Jasper County Ambulance got 4 used STARCOM21 radios in 2020. Do you know the talkgroup they are using??

This was the same time that the sheriff:

They have received portable Starcom radios from Barbeck Communications. The Sheriff’s Office is
still waiting on the mobile radios for the patrol cars and the consolettes for dispatch.

The ambulance service received the Mary Heath Grant for $2,200.00 for the purchase of four used Star-Com radios.


Feb 2020

b. Consider and act on authorizing the Intergovernmental Agreement Concerning Starcom
Radio Communication System.
Motion was made by Brown, seconded by Harris, to authorize the Intergovernmental
Agreement Concerning Starcom Radio Communication System with Jasper County’s
share of $53,816.60, City of Newton’s share of $53,816.60 and 911 Board’s share of
$12,657.18.
Ayes: Harris, Glumac, Brown, Reisner, Blake
Nays: None
c. Consider and act on purchasing 8 mobile and 4 portable refurbished Starcom radios.
Motion was made by Brown, seconded by Reisner, to authorize the purchasing 8
refurbished Starcom mobiles and 4 extra refurbished Starcom portable radios for
emergency situations, at a cost of $6,000.00 from the NPD’s DUI and Drug Funds.

I found nothing in the city/county council/board minutes from the last 2 years mentioning radio communications

Yes, I will. I have a scanner that is to arrive later this week that I can load this in.
Some of these I am currently monitoring.

Since I posted I have picked up few transmissions from Jasper Co.SO. The minimal traffic I am receiving is off of the Eaton Tower.

I'm curious if a directional/beam/yagi ($$$?) would help enough to get a reliable signal? And how much height / or how little height ($$$) do I need to get it to receive consistently?

There is a site southwest of Newton on a Clear Talk tower at coordinates (38.9640307, -88.2230620). This site has good coverage but you still need good line of sight. If there is high ground between you and this site you might need a higher antenna. The Newton site covers about 30 miles depending on the terrain.
