Jefferson County New Radio System?

Looks like they are tying into St. Louis City P25 for "STARRS"

Your just a little late on this news! This was discussed here at RR back in January of last year and on some of the Yahoo groups that pertain to the STL area.

edit: after reading the FCC site with the same letter you linked, it appears their application was dismissed in April of 2011 due to a conflict with Franklin County. I think I did see mention of a newer application though that showed new frequencies at a later date. I cannot find that one now though.

This is the one I remembered. Do you know if they are using it yet. I think it was still in the application stage when I'd last looked at it but I see the license has now been granted for this single frequency.
