Simple, All the Ticket holders (On paper) who really got the ticket for general chitchat on repeaters, would not have to bother. They would just buy 220mhz repeaters and 30 dollar woxuns and can discuss HOAs 24/7 with all their friends...

...Taxpayers play plenty, they have every right to a small sliver of bandwidth where they can set up a repeater and hand out a bunch of 30 dollar HTs in the neighborhood for chitchat use.

What you're suggesting has been tried before. The FCC rejected it as redundant. Ham radio already provides what you want, and they won't entertain the idea of another unlicensed service.

Where did you hear no personal communication can be held on repeaters? Even for 15 minutes. If you had something to say all you had to do was say something. Otherwise nothing wrong with what they were doing.

PLEASE do so.
Sooner rather that later - use the area of around 162-168 MHz
Be sure to use a great deal of output power on that unlicensed repeater.
