Very hard to pick up from Staten Island even though I do occasionally pick up the 460.55 and 460.60 fire ground channels. Is this an entirely separate trunked system or is it part of the New Jersey ICS like Newark ? Radio Reference indicates that it is a Simulcast system. What does that mean ? Edison also has a Simulcast Trunked system and I can pick them up fine. Any ideas would be appreciated. Thank you.

The Jersey City P25 system is standalone, has nothing to do with the NJICS system. All fire department talkgroups are encrypted, which is why you can't hear anything. Simulcast means that there are multiple physical sites all transmitting the same frequencies at the same time to increase coverage.

460-550 and 460-600 are both stand alone analog repeaters that are used for fire ground. Recently the power was backed down greatly from what it once was, it was recently put back up a little bit. You should have no problem getting those two channels in SI.
