Jewell County encrypted?

I was told by a Jewell County resident that everything is encrypted. Is this correct?

If the RR DB is correct for Jewell County, it shows no identified encryption. I don't see the county on KSICS either. However, that does not mean they haven't switched over and the DB is inaccurate. Jewell County, Kansas (KS) Scanner Frequencies and Radio Frequency Reference

The analog freqs that they are licensed for, are also licensed for NXDN. If you listen to NXDN on an analog scanner you're going to hear a bunch of digital computer-type noise. Maybe they are hearing that, and thinking it's "encryption".
