JOCO Signal 70?

I know there are quite a few members that have been scanning much longer then myself and thought maybe someone here would be able to help me out... Once in a while I hear different PD's put out a "Signal 70 activation". There was one just a little bit ago here in Shawnee in the area of 6535 Quivira, which is the old Shawnee PD station. Right as the two responding units arrived in that area the dispatcher advised "The signal has gone cold".

Anyone able to shed some light on what this is? Some kind of tracking device or something?

Thats what I was thinking, some kind of tracking device like that. Thought maybe someone would be able to tell us what it is, if we are right or way off.
