Add Sis1 and Sis2 to that list. The only thing that PD seemingly has so far that isn't encrypted is the Sanders TG. So much for public accountability and accessibility to government.

Can you explain what exactly the SIS1/SIS2 tg's are. I was looking at the radio channel lineup quick reference for patrol officers at OPPD, and the only tg's that were encrypted was the INFO channel along with TAC1/TAC2/TAC3/TAC4. Everything else was listed as being in the clear. Please note, the reason I'm asking what the SIS1/SIS2 tg's are is because I didn't see them on the quick reference sheet.

I dug around a bit, and couldn't find much of a concrete answer. It could be something to do with OPPD's investigations support unit: Investigations Support Division - City of Overland Park, Kansas.

a few questions..... when you talk about encrypted does that mean you cannot hear or understand the transmission? as in it needs to be decoded?
whats a good scanner to listen to the Johnson county P25 system? is Garner using this system? and is there a list of frequencies and id's for Johnson county? one more. does Johnson county verbally dispatch calls or can you receive the call when it first goes out so you know what's going on with the P25 system?

You can "hear" encryption but you will not be able to understand the transmission. It will sound extremely garbled. Something like this APCO 25 Encrypted Voice Traffic - YouTube

As for a "good scanner" to listen to the system, that depends on who you ask. Some, like myself will say Radio Shack's Pro-106 and/or Pro-197. Others will say Uniden. Bottom line you want to make sure a scanner is P25 capable and covers the 700-800MHz range. For example the Radio Shack Pro 96, is P25 capable BUT it does not cover the 700-800MHz range that the Johnson County system is on.

Leawood Police along with MARCER (ambulance to hospital) are the only two that are not on the P25 system currently.

Nearly all calls Police/Fire/EMS are dispatched verbally, at least address and basic call nature. More sensitive information, such as patient information is transmitted using Mobile Data Terminal's (MDT's).

Many Law Enforcement agencies have chosen to use encryption on their secondary talkgroup, where driver's license info, etc. is given. When looking at the database, link provided below, encrypted talkgroups are marked with an "E" in the "Mode" column. Talkgroups that are clear are marked with a "D" in the same column, D signifying Digital.

@MadSpleen85.... thanks for the response..... i guess my only other question would be, for the limited voice traffic you can understand, is it worth the cost of a P25 capable scanner just to listen to Johnson County? I'm used to Tulsa county where you hear most of everything that's going on.

A P25 capable scanner is gonna be needed to listen to anyone. There is still plenty to listen to. Just, what I consider crap,,,running 27's and 29's on drivers and some operations. All KHP is open at this time.
May seem like alot of money, but you just have to decide if you want to listen to anything or not.

It really depends on who you want to listen to and what you are hoping to hear. If you are wanting to hear full returns on subjects and license plates, you are not going to find too much of that anymore. If you are looking to have some idea of what is going on around your home, a scanner should be very helpful. Fire and Med-Act (EMS) traffic throughout the county is clear and easy to listen to, so if that is more of an interest to you then you don't have as much to worry about.

I'm not a fan of online scanner feeds but, if you are trying to decide whether or not to purchase a scanner, listening to one could be helpful. That would give you a rough idea of what type of traffic you would be able to monitor, should you choose to purchase a scanner.

Who else besides Lenexa is encrypting 28/29 info? Last time I was over there, the Sheriff's Office, Shawnee, and Prairie Village was broadcasting that stuff in the clear. Personally, all I care about is primary dispatch channels...so that question was simply out of curiosity.

Attached are three (3) images I have taken of the radio template that the OPPD has given to all patrol units for reference. It shows the way the OPPD radio's have been setup, and which channels are encrypted. Hope some of you can find this information useful, even though most of it has already been discussed in this thread.

Overland Park and Olathe have the Officers switch over to enc info channels. Occasionally, Olathe will "voice" the info on the Dispatch channel.

Northzone and Southzone are both encrypted on their secondary channels as well

Thank You MadSpleen85 and trumpetboy50 for the information, now I know which channels to lock out of my radios. I wonder which talkgroups SMSD and BVSDPD are using?

"SIS 1" seems to be OPPD's Tac 1... I know that is not what is in the database on here but, this morning while working a shooting, dispatchers gave an alert tone and requested officers switch to OPPD Tac 1. I checked on my scanner and I did not have either "SIS 1" or "OPPD Tac 1" as they are in the RR database, locked out. I heard encrypted traffic on SIS 1, nothing on OPPD Tac 1.

Maybe the database is mixed up? I am not sure. Since OPPD has switched to this system I have not heard any traffic on any of the tg's that are currently listed in the database as Tac 1, Tac 2, Tac 3. I have heard encrypted traffic on both SIS 1 and SIS 2.

JOCO ECC Fire and EMS began broadcasting on the Olathe KSICS tower today.
675 is Main Dispatch and 676 is Operations.

Has anyone tried the new XTs firmware update on the JOCO system to see if has improved the simulcast decoding of this system?! I'm too far away to be picking up the control channel.

I'm not really seeing a difference on the JOCO P25 with the default settings. KCMO P25 from OP is noticeable clearer.

Miami County OPS

Has anyone picked up a Miami County EMS Ops TG in the past two or so weeks?

Miami County EMS is being dispatched now on ECC Main (TG 30101) and then once responding they are told to switch to Miami County Ops.

I have not been able to pick anything up using my wildcards, unless it is something that I have already locked out for some reason.

A guy I used to work with is running on Miami County EMS now, and says they're doing everything on ECC Main and then ECC Ops. I've heard a couple Medics running on calls down that way this week, so they're definitely there.

Regarding OPPD, SIS1 and SIS2 don't seem to be the same as Tac 1 and Tac 2, as I've heard traffic on all four TGs, and it's all encrypted. I do hear Olathe PD running some 27s/29s on clear voice talkgroups about once or twice a day, and Lenexa PD's Tac channel is now encrypted (on top of PD 2).

MARCER is starting to try to make the migration from the old 800 system to the new P25 system, but with little success. I've heard KCK and KCMO EMS units trying to call KUMed, OPR, Providence, Children's Mercy, and Children's Mercy South, but with no responses, except from Children's Mercy this week (in fact, they're now regularly replying on the new digital talkgroups to all units that call in on them as opposed to the old system with the other area hospitals). Give it a few more months, and I'm sure that most of the other hospital EDs will start migrating.
