Johnston County EDACS question..

I noticed there was a missing child in Johnston County this evening so I thought I would fiddle around with my scanner and upload a config for Johnston County.
I looked at the listing on this site and see a note that states that Johnston County used EDACS ProVoice which cannot be monitored by trunking scanners of today.

Can someone explain this to me. I have a Pro-96 and assumed that as long as it is not encrypted I could monitor EDACS. Does this mean that no one with a scanner can listen to Johnston County now.

Just not sure...got a bunch of questions and thought I would post it here.

you can monitor the analog tg's but most are provoice and cant be monitored. no scanner can monitor the provoice talkgroups as there is no scanner that is manufactured to recieve provoice traffic.

I was thinking the same thing after reading these posts. To monitor ProVoice,
a commercial grade radio (such as a M/A COM Jaguar) is necessary.

There are no EDACS systems to monitor in our area, Sam. There was a fairly
large one in Montgomery TX that I listened to on a daily basis that was not PV.
The PRO96 does a better job scanning EDACS than any Uniden scanner I have
used. I'm not knocking Uniden..I love my 396T. It works great on the VIPER
system here in Wake Co. as does the '96.

Harnett Co. uses EDACS and some ProVoice, but even down here in south
Wake Co reception is so poor I cannot scan it unless I'm out driving around
in the county. I'm right on the fringe where I live. That's a bummer for me
because I'd like to be able to hear Dave while he's out working in his cruiser.

A question about those ProVoice Radios for Johnston County

I may be in the wrong thread for this but I know that a person can go to a website such as the one given in this thread and buy a ProVoice Radio but the thing is, how about programming? I see that they program it but I thought you still have to have some type of administrative key in order for it to work. I know it in Johnston county, it is Provoice regular and not ESK so of course there is no key for that but I would be hesistant to buy one even If I could afford to because I heard those radios can be disabled without the proper key or authorities. The only radios I have really seen that people buy for Provoice are the Jaguars and the Orions.
