Just a quick question about the Antron 99.

Should there be continuity between the center terminal on the SO-239 connector and ground? And no continuity between the center terminal and the tip of that section?

Thanks Tom for posting that about the A-99. Very informative info at that site. Might open some eyes about the 99.
And OP, as others' have posted, you're correct. You'll read some resistance between center pin and ground, and zero ohms center pin to antenna element. If you do read some resistance between center pin and the element, then the cap will be shorted, or the antenna coil badly damaged.
