Just bought a BC250D need help in Frederick

Not near you Brian but I think the first thing you should do is to find a good software program for that 250D. About the best and most popular is the ARC250 or ARC250PRO program that can be found here:
http://www.butelsoftware.com/
They even allow a demo version so you can try it out. Programming a 1000 channel scanner by hand is not a whole lot of fun - especially when you get into all the requirements for trunked communications.
