When I passed Extra I requested that I NOT be assigned a new sequential call. I then applied for a vanity call sign (actually I requested 3 calls) and got my first choice. I believe I did this within a few days of passing. The test was given by the Anchorage AK VEC. They are their own VEC not affiliated with anyone else and the results were on the ULS system almost right away. It took the regulation number of days to process. As an unexpected bonus my license was renewed for 10 years by virtue of getting the vanity call.
The main issue with vanity calls is choosing a call that is actually available. There are on line sites to assist you with this. Free as I recall. The FCC part can be done on line. Don't pay a service to do it - you can do it yourself.
