Hijack post moved to proper forum.

Please don't ask an unrelated question in somebody else's thread. Not only is it rude, it's against the site's rules. Thanks.

Then appearance of a new police, fire etc. station does not mean new frequencies
will necessarily appear for that reason. Things evolve, agencies grow and increasingly
systems and frequencies are shared, especially on trunked systems where no agency
"owns" a specific channel, they are assigned from a pool on an as-required/available
basis. Many still have their own dedicated frequencies, or use a combination of
shared and dedicated channels (e.g. MOH).

You will want to change the frequency step in the 138-144MHz band from 12.5kHz
(US) to 15kHz (or 7.5kHz) for Canada. Some of your listed frequencies are "off" e.g.
142.7125 is actually 142.7100. Otherwise it will cause problems receiving on some
channels.
