I have a question on the KC Metro System

From where I am at in Kitsap, the following channels are transmitting NAC 1F1 (the 1F9 site NAC) - continuously:

769.51875
770.26875
770.50625
770.51875
774.14375
774.38125
774.63125

I've never seen a system do that before. Anyone know why this system does this?
