They most likely have gone DMR.

You could probably check for a control channel by making your scanner as deaf as possible and drive by the substation east of Marshall School Rd on 24 highway and see if you can snag activity in the 152-153 MHz range.

KCP&L has gone to VHF TierIII DMR trunked in most of their service areas.

They are using Part 22( old IMTS) frequencies under EA type of license.
