KCP&L VHF DMR, trying to figure it out using DSD

This is what I see from my location and I'm trying to figure out how to figure it all out. DSD shows:
Constantly transmitting control channels:
152.0375 L1-1.6
152.0675 L1-2.8
152.0825 L1-2.6
152.1725 L1-3.3
152.2025 L1-1.2
153.3200 L1-3.7

Voice channels that come and go, some in pairs:

152.5925
152.8025
152.6675
152.7275
152.5175
152.6375
163.5600 (not sure if this is correct)

So, how should I go about trying to piece this together? What do the L1 and 1.2, 3.7 etc...numbers mean?

In DSD I see channels pop up when monitoring the voice frequencies but I don't understand how to use that channel info that comes up in the TIII channel activity box.

I have a 536, 436 and TRX-1 here as well as a couple Airspys I'm trying to use to figure it all out. Should I put each control channel in a separate site in the 536 and then add each of those voice frequences to each site and run the LCN finder? I'm confused.

I Also found these same Control channels on my Service Monitor. I believe that KCP&L is running Tait DMR III. Pulled the FRN for KCP&L and they don't list anything in the 152Mhz band. Looks like I'm going to have to program this stuff manually into my DMR scanner. Any suggestions?
