When updating the database, for the HomePatrol, how does one keep the avoided frequences, avoided?

Do nothing - it keeps all permanetly avoided selections.

No, it does not!

Only if you never read from scanner to load them into sentinel. And overwrite what's in Sentinel with what's in the scanner (where you set your avoids). Otherwise you're efffectively opening a document, making changes, and not saving those changes when you close, and wondering why your changes didn't get saved.
