I have had my PRO-96 for several months and it was programmed properly but you can barely pick them up. Does anyone have their scanner programmed whereby they pick up the KPD consistently and with clarity?

Hmm, when I was in LaPlace back in October, mine was working pretty well from out there (although admitidly I had to find just the right spot for it) but that is a pretty long stretch for 800MHz on a rubber duck. In any case, Kenner came in just as well as the JPSO or anyother TG's I had programmed. If you are in Kenner (or anywhere in JP for that matter) you should not be having trouble. Are you just having trouble with the Kenner TG's or is it the whole system?

I use a Uniden Bearcat 250d, and I can pick up Kenner better than JPSO even though they are on the same system. I am scanning on the eastbank of Jefferson Parish.

Although I'm only a mile from the Kenner city line, Kenner PD's analog transmissions via the JPSO system are pretty consistently noisy and lower in audio level than JP's digital transmissions. That said, I can still pick 'em up. I'm assuming you AREN'T listening via Kenner's "old" 800 MHz system, though!
