Kentucky 800Mhz Public Safety System

Any insight from anyone on the new 800mhz statewide Public Safety System? According to FCC grants, this is for Public Safety/Special Emergency and National Plan. I've got thirteen base frequencies plugged into my 996. I am getting, what appears to be a data/control channel on 854.9625. I am also hearing P25/Apco voice on 858.7625. I am also getting data bursts on other channels. My first thought is MDT transmissions. I may also be hearing other systems not related to the state as well, such as Nashville. Any ideas? This may be one to watch.

I am unaware of any plans for a statewide 800 system, other than that which may be used for mobile data terminals. KSP would likely be a driving force, or at least their concurrence, for any statewide voice radio system to have a chance.

It appears that there are at least 13 base frequencies, all listed as Bowling Green or Hadley sites. They are all registered to the Commonwealth of Ky. I don't know if there are multiple transmitter sites or if multiple frequencies ocupy one site. All I am getting now is what appears to be a control channel along with an occassional data burst. Voice seems to have come from another system, maybe Nashville. I'll keep an ear on this one.

There are three callsigns: WQEZ287, WQEY228, WQEX857. I went into the FCC web site for more info. All three are for mobile data. WQEZ287 are for sites appearing to be at KSP posts. FCC.gov gives some detailed info, even mapping for each callsign. No other info at this time.

There are a number of conflicts between some freqs in the KSP licensed systems and local systems.... Lexington's new TRS is one that comes to mind right away. Rebanding might fix the problem but until that happens it will be a real nightmare for public service radio system admins in Kentucky.
