Doesn't look anything like any of the recent Kenwood LMR programming software CD's I've purchased (direct from Kenwood dealers) recently.
There is no "Master Disk" that I've ever heard of. Any dealer that needs software can just download it off the DealersTools page.
I agree with the others, this is some dude that just compiled all the Kenwood software they had onto one disk. Although only a couple of them are recent versions, if you want to trust what they are showing. Most of the software is a few (or more) versions out of date. Since some software version revisions are tied to firmware revisions, not all of these will necessarily work. Some will even tie you into narrow banding if you are not careful.
The other issue is that without the license key for the individual versions, the software on it's own won't do you any good.
I like the "Do not make illegal copies" on the CD, that's a bit ironic. The "copyright" on the bottom just adds to it.
