Kenwood TM-D700a Service Mode Questions

I went into the service mode for the D700 to adjust the power settings for L-M-H. I set Low to 2W, Med to 10W and High to 50W. After exiting the service mode by just turning the power off and back on. The power settings during regular operation of the radio are not the same as i set in the service mode. Any ideas on this?
