A kidnapper from Illinois is believed to have used his credit card twice today in the Chelyan area. There is reason to believe he (and presumably his victims) may be hiding out in a camp site. Police are looking for a green Mercury Villager van with Illinois plates. He is accused of kidnapping his stepdaughter, who has health issues, and her baby.
