Last September in Kingston I "heard" what appeared to be P25 conventional
on 142.560, 143.070, and 143.460. These frequencies don't correspond to
any known Fleetnet in the area, and they sounded like conventional i.e.
not SmartZone. It would be a bit much for Kingston PD who are known to
be on P25 (encrypted), but to have all those frequencies active on a
saturday afternoon? Any ideas..Corrections Canada maybe?

I had always heard that the federal correctional facilities were in the 150Mhz range but I've never verified that.

Any chance it was something from across the Lake?

I think they're on the Canadian side which might put them as far
down as Hamilton/Niagara, but the RR database doesn't match any
conventional P25 used by PD's anywhere I checked. On second
thought it would more likely be municipal/provincial rather than
federal, except RCMP which tend to be further down the band.

Fort Drum in NYS is possible except for the "Canadian" frequencies;
seem to recall they converted to digital but I don't see any such listings
here or on Dave Stark's site. So it remains a minor mystery.

The other minor mystery is why the locals don't pick up on this. I
was in town for two hours max. and found these. Same story with
Kingston PD's UHF VR's; took me about 20 minutes while driving
into town to find that one (no longer active).

There's no police in the 150 Mhz range between Hamilton and Niagara Falls Ont. That is where a lot of Western New York local PD and Sheriff departments are ie Erie county and such.

Dave, Do u remember what you heard? Perhaps some idenitification hints. Such as street names, hwy numbers, certain building or store name during the transmissions. This may narrow the area or orgin of the transmission.

All the frequencies in question are in the 142-144MHz range, and there are a bunch
in the Niagara area, but none on those specific ones.

I didn't hear a whole lot on an analog scanner, so can't help with the details; don't
know if it was clear or otherwise. Next time I get to Kingston, who knows, I may have
a digital scanner, but meantime the Kingston-area folks might want to give a listen.
There may be others that I didn't hear at the time.

Well Dave, i will be going to Kingston on Monday for a meeting. I will have those frequencies in the scanner. Hopefully they are p25 in the clear. And will report back if i hear anything. I am curious perhaps if it was something across the lake. September is an excellent time for rf ducting across Lake Ontario. Did TAFL reveal anything?

142.5600 = Fleetnet Voice Channel at Windsor (Zone 1)
143.0700 = Fleetnet Voice Channel King Kirkland, Ghost River, Opasatika, Flame Lake (All Zone 3), Deep River, Peterborough, Vankleek Hill (Zone 2), Britannia, Wardsville, Penetang, Wingham (Zone 1)

So that might explain the 143.0700 one, but not the others.

I can't decode P25 in my head, but what I heard was conventional. Can't
exactly describe it but sounds different from Fleetnet. Plus there was no
mix of analog/digital, which you'd expect to hear over time.

Also, on Fleetnet each voice channel pulses every so often (once every 10 seconds or so?).

Carrier comes on for one second, once per minute; it's helped people find VC's.
I didn't hear any on these frequencies. Oh well, Feedbak and Jammin_Jay are on
the case, we should hear something soon. :)

I'll take another guess at it...DND?

Could be picking up something from the US/New York State. FEMA and the US Military operate on those frequencies.. and they are mostly P25 now.

Just heard encrypted P25 on 142.560, I will keep listening to see if I can hear anything.
All transmissions i have heard so far have been encrypted, so I am not sure. When the DaveH heard then I assume they were in the clear.
