It's seem that the city of Kingston is changing the fire and police to a new system. time mci got the contract for the new system and t looks like they are going on a apco-25 system. it is going to support police, fire, mdt,and paging out of fire fighters. more to come

How many "Local" police forces are left in Ontario that haven't gone with a digital/encrypted format and are a straight analog system either one/two channel or trunked (ex. Pembroke), compared to those larger centres that have open analog comm's to listen to? Why is the small town communities losing there police comm's to a digital/encrypted form and the bigger cities except places like Ottawa are still in the open on analog trunked systems?

Not sure which other one's are all still left to listen to. Other than listening to the OPP. Perth, Smiths Falls oh and Brockville too, along with a few others that have gone to an digital/encrypted format that couldn't be Monitored (London, Ottawa etc..)

Belleville is Digital, and like you say, now Kingston going to a digital format. Atleast APCO 25 is able to be listened to with the current digital scanners.

Personally, I don't believe in any conspiracy or anything, I think that it is just a matter of business cases...

If you're a 'smallish' town looking to upgrade your comms, migrating to new technology might make sense, especially if someone out there has already put up an infrastructure which you can piggy-back on. If you're a big city with quite an investment in your own infrastructure already, decomissioning the old stuff, especially it it works OK, is probably not worth the $$$. Ottawa was already looking at major investment into comms to handle all of the city departments, so making the move was a no-brainer.

This is just a matter of 'outsourcing' the infrastructure in the case of smaller towns. Can't really fault them.

With the Ammalgamation of Two townships and the city of kingston, into the greater kingston area, it was just a matter of time before this was gong to happen. You have the former pittsburgh twp and former kingston twp which also is covered now under the city of kingston juristiction. To justify costs of a new communication they would include the now two combinded twp's and the city of kingston proper. This is happening all over to save costs. Combining dispatch resources to save money. Just the other week there was a proposal idea given to gananoque to have brockville dispatch there police calls and get rid of there dispatch station, because there are much fewer calls into the station that warrants a station by itself. You will see a lot more of this happening throught the province and the country. Spending money on new communications by covering the cost of other juristictions that can be convered by a single dispatch which allows the justification to spend the money to put in a new EDACS or Moto or which ever system because now you have your area plus another to say "hey ya now we can buy that new system because we can use the money that would of been spent on the other town/area which we now cover."
