Can someone explain how I setup this program.

This used to accompany the UniTrunker software so I'm going to move it to its forum.

The program calls for an unfiltered audio source like a discriminator tap. Some scanners still slightly filter their taps. I had poor success when using it with a PRO-2096. This will require cracking the scanner open and soldering. Not for anyone who's not familiar with soldering small parts or tight spaces.
