I am a newbie in the digital scanning world. Like a lot of scanner users, I use programming software to upload the various systems from the awesome RR database.

I've noticed when the scanner stops on a frequency and the reception is illegible, I'm not always sure if its a case of weak signal, improper programming, etc. Unless its already been done, I think it would be a good idea to upload a set of sound files that the beginner scanner can use to identify what a improperly tuned would sound like in each scenario.

Is there already something like this out there?

There's 2 really good sites with audio samples of stuff like encryption, control channels, and miscellaneous digital beeping and buzzing, however they do not have examples for things like weak signal. I would think that the 3 major things that would confuse a new user if they heard something weird would be stuff like encryption (can be found below), simulcast digital distortion, and weak signal. There isn't too many audio samples for weak signal, but there's quite a few YouTube videos of simulcast distortion, which may sound similar to bad reception.

I don't believe that the database would be too terribly outdated, and wouldn't expect that to be the source of errors.

EDIT: There are quite a few people who will use the term "You're going digital." in response to poor reception for the transmitting unit (for P25 digital audio). It basically sounds like what you'd imagine "going digital" sounds like. This also applies to when you're getting a weak signal.
