Kosciusko County P25 1 & 2

I have a 9962 scanning Kos P25 in the 800 mHz CC and an SDR on the 700Mhz range
Why do I hear traffic on both at at the same time. Like they are broadcasting on both systems
on the same transmissions ?

The 700Mhz system is new and likely being tested before going live. The 800Mhz is likely SAFE-T, which is the system they are using until they switch to the 700mhz system full time.
