I'll take a stab... typically the video feeds from the news helos are digital and in the GHz range. You aren't going to be watching them with a cheaper receiver.

Have you checked the FCC database for their licensed freqs?
Yes, but you weren't receiving that direct from the helicopter. BTW, that music on the video is really annoying.

U need a video receiver with multi 2.4ghz frequencies to view LIVE news video from the chopper and a very high gain antenna , like in the 20's and up , as we all or some of us know this that the camera transmitter is using a VH WATTAGE output so if you scan the 2.4ghz freq. You will view it LIVE as you drive near it or just sit their on the side of the road and record it. But make sure that you can hear the news chopper pilot so you hear where he or she will be going to next , just make sure you use a directional antenna with high gain.
