Hi Bob,
I live in South Williamson and travel up and down 119 and 23 almost everyday, and I have noticed the same thing. I'm glad your having the same problem, because I thought my 396 had bite the dust. Anyway when I'm in Pikeville, I have no problem on 453.950, but In South Williamson, I have problems with the Phelps repeater.
Also have problems between Pikeville and Paintsville.
