Is this a "I was hearing it fine, but all of a sudden it quit" situation, or have you never ever heard it?
The all of a sudden thing could be a transmitter out of commission (each post has several) and is awaiting repair. Sometimes they go bad.
If you have heard them, be sure to program all frequencies for a post, both the "B" (regularly used) and "A" channels (used when the B channel is tied up with an incident or a 10-3 situation).
Each county, mostly, has its own tower for that area. They are all multicast so all transmissions are carried on every tower.
I usually program at least two sites - here in Louisville I get the Fairgrounds tower as well as Shepherdsville.
