Technically KU is not encrypted. They have a Motorola Astro (VSELP) system that, while "digital" is not P-25 compliant. Any one with a VSELP Motorola radio can hear them easily.

If a vendor sold me a high dollar "state of the art" radio system only to make it virtually obsolete very shortly afterwards, there would be little chance of further patronage. Besides, the system is more secure from casual listeners than P-25 would be, not many people will buy a VSELP Astro radio just to hear the power co. I would say they will stay with the current system until it wears out or becomes a maintenance headache.

They are going to have no choice but to upgrade as VSELP will soon not be supported by the big M...

There is always a choice, regardless of what a particular vendor would like. No wonder many users have abandoned "Mother M" for other brands. If they went with a different vendor, KU could probably do a system wide replacement of every radio they have for little more than the cost of the IMBE "upgrade". The KU system is not that old as such things go; a forced upgrade probably won't be accepted well.

Anyone know why KU went with encryption? I have worked for 3 different utility companies over the years and have never said anything over the radio that needed to be encrypted.

Once again, KU is not "encrypted" in any fashion. They are simply using a radio system that is not currently supported by commercially available "scanners"; radios that can hear KU abound on E-bay etc. VSELP technology was superceded by IMBE fairly quickly after its introduction, and so scanner makers had no incentive to make a compatible unit.
