I am not sure why L3 would have three separate licenses that include it. Maybe if ULS was available, I could get a clue.

One MAJOR reason why those of us here do NOT want to tell others how to do programming and or help in anyway like that, is a Radio is an officers/fire ems life line. If that officer/FF needs help in a life and or death situation and your radio is affiliating and quite possibly interfering even by accident, that officer/FF could lose their lives and or the person they are trying to help live, dies then not only did your radio cause that even by accident, but then the charges against you will even be more severe and their death will be on your hands/head the rest of your life as well. So yes please DO NOT ATTEMPT TO PROGRAM THE RADIO and get a G5 and or a SDS radio from Uniden. Not only will they be cheaper to get then a public safety grade but their is NO WAY for them to accidentally affiliate and no you will not be able to listen to encrypted transmissions even if you did use a public safety grade radio because you do not have the keys to listen to encryption but you are not allowed on the system to begin with. It is very restricted as well.
