I don't think anyone is testing anything yet. Lanco had the original contract amended to facilitate some technical changes.

Ahh ok. I know there is a meeting coming up at the training center to discuss the system and whatnot. I am curious to know how it's going.

It appears that the T-Band sell out is going to fade away..But time will tell.. Lanco will still build out because of the promise of Free Relocation if and when T-band gets sold

Same questions from me. Lancaster County has been struggling with this radio project for years yet their systems remain in the dark ages.

It is a standard P25 system, not Phase II, per existing plans. Also, the new radios in our fire apparatus, already installed mostly with grant funding, are Phase I units. The licensing allows several different emissions, including narrow analog, so we'll see how the channel plan is laid out when the time comes.

The sad part is that they will have to migrate to another frequency band, probably the 700/800 MHz area in the future. With the UHF-T band Giveback program taking effect in roughly eight years from now, they will have to implement a whole new radio system. If this holds true, this radio system will be retired ahead of projected obsolescence date.

Is there a chance that before the system is completed it will indeed be Phase 2?

I deal in facts, not speculation, so... This is a P25 phase 1 system to be compatible with multiple vendors (a good thing). Since phase 2 has limited vendor availability at this time, and prices are higher, the odds of going to phase 2 on this system at this time are almost zero.

As far as the future of T-band, yes, there are some questions about that, but no one can fully hazard what is going to occur. Technology is changing fast, new interoperability standards are being developed, and the next generation LTE stuff is being rolled out, so who knows.

Exactly, and phase 1 radios cannot work on phase 2, correct? They would have to buy all new radios?


Has anyone gotten a complete straight answer about encryption? I don't understand the issue, either yes or no.

I would love to go to a meeting and ask. Depending on who you ask now, you can get nope, maybe, some, or yes.

It cannot be that hard at all. SERT team and so on. Ambulance for reports and that's it. Everything else should be completely open and scanable.

Most Phase 2 systems in place now are set up for mixed mode, meaning they are still using FDMA control channels. Phase 1 radios will work all day on a Phase 2 system, but will obviously degrade the system capacity by tying up an entire channel with 1 call whereas a Phase 2 radio would be talking in TDMA mode and allowing for a second call per channel.

Also most P25 radios on the street today that are Phase 1 can be upgraded to Phase 2 with a flash upgrade. A county like Lanco that is buying all new Phase 1 radios now will most likely just need the flash upgrade to do Phase 2. Just depends on the vendor and when they were manufactured.

How long does the county plan on staying phase 1 if everyone out the door is getting phase 1/2 radios?
