Lancaster County - P25 System (Was OpenSky System Dumped)

Talkgroup information will be forthcoming from LCWC

I had a productive and friendly discussion with LCWC Deputy Director Tim Baldwin this morning. He assured me that as soon as the most important talk group assignments - the ones county needs to get in to service to get the system running effectively for all major users - are finalized he will send me a list of them (with ID numbers) so that it can be put on RR.com for interested parties. This may be 2-3 weeks as they are still working on some specific assignments, implementation issues, and some tower frequencies may need to be changed to optimize coverage in all areas.

LCWC is now aware of RR.com and although I am not a moderator if their staff does visit the forums I hope everyone will make them feel welcome so that lines of communication stay open. When I get the information it will be sent to the DB administrators for review and posting.

I spoke to someone I know who has been trying to get the info as well, they were told December at the latest until they could get TG information.

How can the system be live, but no information can be given out? If there are users on the system, it's safe to assume that....the radios should be fully programmed with the TG information given to the companies who are programming them. Although my guy said their radios aren't even installed or programmed and they go on next month. Atleast the county didn't push it back another year like last year, or the year before ha.

Not really sure what the deal is tonight for me.

996xt is only picking up on sided conversations at times.

Ephrata MTN good signal. Dispatch was crystal clear, unit talking was not registering.

and the P 25 Error is ridiculous, I wonder if I changed a setting. Hmm.

I live in Lancaster Township near Millersville. The control channel that I consistently pick up the strongest is 477.475. I also pick up 477.2125 at the same strength and when I pick up 477.2125 i'm not picking up 477.475 and vice versa. So I'm assuming that they're on the same site and 477.2125 is an alternate control channel. Since police started using the new system last week I've only picked up this site on 477.475 but tonight the control channel is 477.2125.

Anyone have any idea on when or why the control channels may switch?

What antennas are you guys using for anyone using a 996xt.


I haven't used another scanner yet, but someone has a GRE scanner handheld and it's sounding alot better on that, than on my 996.


Between that, and I updated my freescan file and erased all my settings, so I got to figure out what P25 settings I had before.

Control channels will often switch frequencies to avoid overloading and frying the transmitter. The control channel data is broadcast 24/7/365 - imagine how much wear and tear it puts on the transmitter for that frequency. It's the same concept as having an open mic keyed up for hours at a time on a conventional repeater. Alternating the control channel frequency allows the transmitters to evenly wear and reduce the chances of system failure due to control channel not transmitting.

While I'm at it is a good time to remind the novice trunked system listeners that you should program all of the primary and alternate control channels (in red and blue in the DB) for this system in order to ensure you receive all communications. Since this is a new system things may change overtime.

Alot of EMS chatter on Talk Group 2001, with an ID of 257.


ID 257 is broadcasting on Northwest tower and site "004" called out different unit names, so I assume this is a different channel being broadcasted on the digital system. A total of 18 counts.

Also some private comms between 39 units.

On talk group 4621, which could be their private agency TG, which will NOT be encrypted. I'm just letting it log and record audio and go back later on and check it out. (Edit) not too sure about this, a Prison ID came up on this, and a 39 ID popped up on the prison. So not too sure what that's about.

Everything coming in crystal clear for the most part. Still not picking up northeast the greatest. I am maybe five miles or less from the Ephrata Tower.

Below are ID's from Lancaster City, so I guess it's safe to assume Lancaster City is 3005 and 3006. All these ID's and more were doing testing and talking on both of these talk groups.

I brought my HP-1 into the office today after programming the LCWC in with ID search set to on over the weekend. I had 1 hit in the car on the way in (TGID 3003 I think) and that was when I got very close to work in Harrisburg. I set it up in the office and I am not getting a signal using the regular rubber ducky antenna. I would think I should at least be hitting the tower(s) in the NW of the county. I may try bringing my spare RS magnetic mount antenna in tomorrow and see if that helps boost the signal. Hell, with the VHF system, I was hearing Lancaster County at home in Newport, Perry County

I'm not sure, that's like me with Dauphin County. I can pick up York and Lebanon around here, but I can't pick up Dauphin at all until I get closer to Etown. Even though currently it says I am getting signal from Peters Mtn...So maybe just depends how the system is set up?

I thought different zones were moving over each Monday? Is that still on track? No one new online. Some city units on yesterday, but not today. One or two units on the Metro channel.

the alpha text paging is live today I saw.

Also,
I'm told several agencies are having issues with the digital system and will not be switched over yet. What's up?

As soon as I receive this information it will be forwarded to RadioReference.com admins for integration into the database. This means there should be no complaints about the release of "FOUO" information when the new information is placed in the database.

"List of talk groups approved for public release". I don't know why, but it bugs me. They make it seem like it's secret. Just post a list and be done, if the talk groups listed are encrypted it doesn't matter. you know?
