They use Lincoln's 800. But what's with the whip on the trunk? do they use anything else?

Could they possibly still have low band / VHF mobiles for either the 39.9 or 155.475 interop channels?

That is their 800 MHZ antenna. 800 are not just small short whips.
Out in the county it gets to the towers better.

They have the little 1/4 one on the roof. All of them have the 1/4 on there cars but a handful I see also have whips with the 1/4.

I think that is an Antenna Specialist Scanner antenna if I remember right.

Yeah it's in the middle and about that tall. But I have to take another look at. To me it look like one solid peace so I'm guessing one band? I mite be wrong, I know little about antennas

The antenna on the trunk deck is a scanner antenna. LSO uses Antenna Specialists MON-R33 (Antenna Specialists MON-R33 Mobile Scanner Antenna) and MON-52 (Antenna Specialists MON-52). The antennas are very similar, but the MON-52 has 2 loads. The pics in the links above show the top cut off, but the length of the antenna is about the same above and below the load.

These are outstanding antennas particularly for 39-160mhz. They do ok on 450mhz, and not that great on 800mhz. I used to have a couple of these when I was in Nebraska because they were the best mobile scanner antenna I found for 39mhz. Antenna Specialists was bought by Maxrad/PCTEL and these antennas were discontinued.

Since I no longer need 39mhz in Arizona, this is my antenna of choice now:
PCTEL Maxrad BMAXSCAN1000 VHF,UHF 800 Scanner Ant. | TESSCO

It is much shorter than the MON antennas(since it does not cover low band). It is about equal performance to the MON on 150mhz, but much better on 450 and 800mhz.

It should be a decent antenna for the trunked systems, as long as you're relatively close to it. N-WIN I don't know about, but the EDACS system Lincoln uses for their 800 the Maxscan should do good. I have the RACOM system up here in Norfolk and I just happen to have a Maxscan 1000 antenna. Does good for the most part. VHF and UHF distance scanning in this area with that antenna is near zip. Of course, mounting location is going to make or break you, since the Maxscan is a unity gain antenna and relatively short.

I have the NMO mount on the side of my toolbox. Maybe a fender mount would have been better?

I have mine on the left front fender of my blazer, and I'd rather drill a hole in the roof and put it there, but I don't have the hole saw to do it,,, yet. Since it's so short, it is still somewhat feasible to pull the vehicle in a garage if that's your wishes. I swapped the stinger on mine for the top section of a RS mag-mount I had laying around and I'm more pleased with it. I get VHF 30 miles away but it's scratchy and barely readable. Otherwise I'd get basically nothing other than the 800. Since Lincoln has an N-WIN transmitter, you should get pretty decent results with it.

I don't have any more room on my roof.
I am just wondering if there is a better antenna than the Austin Spectra?
