Before I begin-- I am not asking about "life or death" situations, and not looking for "loopholes".
I'm a peace officer and land based (drive around in a truck, no boat). I work near several large bodies of water, and know that I can listen to the marine stuff on my scanner. The question, however, is could I install a marine radio in a car, and listen and talk to boats. While "life and death" would be important, I want to know about routine daily communications. Is it legal to use a marine radio and not be a "home base" or port? (thought I had been told it wasn't at some point)
The main reason would be to be able to talk to boats that are launching or recovering in and around the park's boat launch. Assisting disabled boats and listening for general trouble/issues on the water would be important. Cell phones might mitigate this issue to a large extent, but I'm still curious.
