LAPD is using P25 Conventional mode. When you say Phase I or Phase II you are referring to trunking.

Matter of fact LAFD is using 800 mhz analog conventional mode and their system is very stable and solid. Not sure they are moving to any trunked system anytime soon.

LA City is working on on grant funding to build out a trunked system for the LAPD after withdrawing from LA-RICS.
A single site was rushed through and is on the air. No actual units utilize the system, though have heard radio techs utilize the system.

For fire, LAFD was assigned a bunch of talkgroups on the new P25 STRS system, though last I heard only command staff, and specialized units like arson investigators had access.

The LAFD has no plans to switch off their conventional analog 800 MHz system.

As LA Flyer mention, the LAFD has been assigned several talk groups on the STRS, which will supplement their existing system.
