Larimer County Detectives Using Encryption??

In recent days my scanner has locked onto the Talk group labeled "LCSO DETECTIVES" (tlk grp #9154--I think) . No voice is audible, instead the annoying "digital sound". Just wondering--are they using some form of voice encryption? I also notice this same sound on occasion with one of the Greeley PD tlk groups.

Sounds about right. TGID sounds familiar

Ft Collins swat channel also sometimes is encrypted.
