NAC is the PL code (like DCC/CTCSS) for P25. The RR Wiki has a lot of good information on many radio related topics, including NAC.

Others once or twice a month Or special occasions Secret Service

Normally scan the 160 federal band with SDS100 then use discover to log specific freqs

NPS, BLM clear, the rest are encrypted, as per what im hearing.

Yes, mostly encrypted but in some cases like FBI for some reason one or two radios are clear
I tend to track radio id numbers if encrypted
