Does anyone know the laws of scanning and for scanner users in Ontario(Canada) or is aware of a site that describes them?

Simple. There are no laws.
That is to say, there is no law that will prevent you from legally using a scanner. So long as you don't use what you hear for personal gain (IE, make money off of it), do anything criminal with it (or use it to prevent getting caught while doing something criminal) - and you don't tell anyone the content of what you heard... you're in the clear.
