On 154.9725 I am hearing what sounds like MOTOTRBO (I'm no expert on that though) with a clear Morse callsign ID of WQPB728 which is licensed to Leeds.

Leeds, AL.Police and Fire, MotoTRBO.

Leeds, AL. Police and Fire, New VHF license on MotoTRBO.
Callsign: WQPB728
ULS License - Public Safety Pool, Conventional License - WQPB728 - LEEDS, CITY OF

Frequency
Output / Input
154.97250 / 154.89750
155.06250 / 159.03750
155.81250 / 153.91250
156.20250 / 153.79250

These are the new MotoTRBO VHF Repeater pairs for Leeds, AL. Police & Fire
Can anyone identify which freq.'s the Police Dept. is using & which freq.'s the Fire Dept. is using.
I assume that the PD is using two repeaters and the FD is using the other two repeaters.
They have two repeater locations, one repeater in located in Leeds and a backup/Stand-by repeater is located in Pell City.
The same freq.'s are listed for both repeater sites.
I do not know the current status of the PD & FD UHF repeaters.

The Scanner Can Decode.I dont think there is a police station in the USA that a pro 197 can pick up.I talking just your small city towns.not like NewYork Im sure they have some money to put some things in place to block out singals.I live In Leeds Alabama.8 miles from Birmingham Alabama.I can hear Birmingham very clear.I listen to the chase in bham a few days ago and a car was hit and killed some people. The only thing they had was to use there cell phone to block all there converstations. But I cant pick up leeds or moody. They have just went digital.and radio ref needs to up date them

Moody PD (155.6025) was just updated to TRBO. Not sure about the FD or PW.
Moody's PD License WPCG412 / WPDD528, set to expire in 2013. Both licenses show Wide-band.
I guess these Moody licenses will expire or be modified soon and move all Communications to narrow-band TRBO, if not already there.
The new VHF Freq.'s for Leeds is posted in the thread but not sure which freq.. is used for what.
It shouldn't be to hard to figure out who is talking on which freq. Just can't hear any voice audio.
Trussville, AL. FD in Jefferson County (WQBB936) has a pending application to modify there FD license emission to TRBO..
Has Pell City FD switched to TRBO? I am not hearing them on 154.2200 anymore.
FCC DB shows the FD as narrow-band, not TRBO. They may be using one of the Co. VFD freq.'s on TRBO.
RR DB says FD is TRBO on 154.2200, is that right?

moody police and fire, leeds police and pellcity police not sure about fire have switched over to mototurbo.

THESE AGENCIES AS WELL AS MOTOTURBO CAN NOT BE PICKED UP ON ANY SCANNER BEING A PRO 197 OR UNIDEN. scanners today are only capable of receiving apco 25 digital systems. not any other digital modes. turbro is not a apco 25 system. i should now this because i maintain a fleet of digital scanners for a local tv station. and have talked to city officials of they above agencies. as for st.clair county there are rumors from the 911 director that all of st.clair county will got to the turbo system. turbro was not designed for public safety. its like southern link and nextel they will work but not a public saftey system. as of this time other than a program that will decode turbro there is nothing you can do.

I believe Pell City FD is using TRBO on 154.220. I started hearing a TRBO repeater on this frequency a couple of months ago, and after doing a search in the RadioReference and FCC databases, they are really the only ones I could find that might be using it. You are correct in that their license (WPJY474) only shows narrow and wideband FM.

It seems like a lot of agencies are switching to TRBO to try and get around the narrow-banding issue.
I guess they are choosing TRBO because it may be much cheaper than P-25.
They should be able to meet those requirements on their current systems without having to switch to TRBO.
I could see if their radios or repeaters can't be narrow-banded for some reason and they have to upgrade to new radios or repeaters, but why TRBO.
Looks like a lot of them are choosing that type system without going through bid requirements or even researching the pros and cons of the system first.
I wander how that will affect agencies if they decide to apply for a DHS grant to expand or upgrade their new TRBO system.
DHS grants require them to be P-25, but I'll bet the TRBO guys would like to get on the DHS grant approval list.
AFG (Assistance to Fire Fighters Grant's) apparently does not have the P-25 requirement, since a local RS/EMS has just switched to TRBO.
I agree that TRBO is not a Public Safety system, but apparently they don't seem to care.
Interoperability and compatibility doesn't seem to be a factor in their decision making.

you are 100% correct there. motorola reps are pulling the ole fast one on cities.trying to sell systems. I understand if money is tight but for agencies in jefferson county buy a ac-1000 patch that allows you to "crossband repeat" for those that dont know what that means. it allows you to transmit on vhf and rebroadcast on another freq. examples are minor fire, bessemer police and fire, and hueytown fire,
these agencies use conventional freqs and 800 freqs. listen to them on conventional channels and you hear the same traffic on 800. as with huyetown on uhf conventional.

speaking to the tech at the shop who installs all my scanners and ants. for the news vechicles
he told me that narrow banding does not call for a freq change but its just channel spacing that changes. and most newer radios have that mode my new ham radio allready has narrowband mode

I think one of the main reasons departments are going to MotoTRBO is because it basically gives them all of the advantages of P25, at roughly half the price. The radios also have tons of features, including the ability to have two simultaneous conversations over a single (repeated) frequency pair.

The big problem is that the only digital format recognized as a standard for public safety use is P25. It is the only digital format recognized by most state interoperability plans, the only format used by federal agencies for interoperability, and only P25 capable radios are eligible for federal funding (including AFG grants, starting in 2012 I believe).

Now, like P25 radios, MotoTRBO radios (including repeaters) are able to operate just fine in analog or even mixed-mode; so they ARE interoperable with other radios if setup properly. The only problem is agencies with analog only or P25 radios cannot monitor the TRBO agency unless they fall back to analog; and the TRBO users would have to remember to change to the analog channel on their radios before they could transmit to the non-TRBO users.

Also, MotoTRBO uses the DMR standard, which is starting to be picked up by Hytera, Vertex and Harris; so there are more manufacturers than just Motorola making radios compatible with the system now.

In the end, I think MotoTRBO/DMR is a great system for business, industry and public works. If set up correctly and there are good protocols in place for switching back to analog during any need for interoperability, it MAY be acceptable for public safety; but it would make things a whole lot easier if agencies would just stick to analog or P25.
