I've logged about 15-20 talkgroups affiliating on 860.7875. System is phase 2. I can confirm 34932 is animal control. 34925,34926,34928 likely LSPD, these Talkgroups are fully strapped with "E" and dispatch console numbers are 2111,2113,2114 I have found so far.

Quite disappointing If I must say as Ive personally waited years for this upgrade after listening to analog MDC chirps and annoying squelch tails. (Wonder what LS is hiding from.? Lol
Still hearing LS Fire on 453.900 analog, not sure whats going on there.

Verified info for Lee's Summit:
Confirmed frequencies (per Pro96com) are:
855.3625 (Voice)
855.8375 (Voice)
858.0375 (Voice)
858.5875 (alternate control channel)
859.4875 (alternate control channel)
859.8625 (alternate control channel)
860.7875 (primary control channel)

They appear to be running Phase 2 exclusively.

So far, I've only seen talkgroups 34925, 34927, active (both presumed to be PD). 34925 appears to be encrypted. 34927 has been a mix of clear voice with some encryption. 34952 has also been active (no encryption).

I haven't heard any activity on the LSPD UHF frequencies, but that could be due to distance. Still unsure about fire. I'll try to do a side by side comparison later once I have another scanner and a Unication device at my disposal.

Fire is back on 453.900 here in Lee's Summit. I are you listening to voice calls or only logging? I'm curious as to what is in the clear.

I was only able to log yesterday. The device I had with me is horrible at receiving UHF beyond 10 miles (Lee's Summit is about 28 miles from my location). Now that I have access to different equipment, I'll be able to listen and log later this morning.

It just came online last week afaik. I'm getting a good constellation and signal in op25, along with encrypted PD. My plan is to just check MoKan scan & Radio Reference every week or so to see if anything of interest is added.

There are no talkgroups for Lees Summit in the db.
You will have to either find them yourself and program them manually or wait until somebody else submits them to the db.
