to contribute a bit:
Czech Republic - the same as Slovakia.
I've had a chat with a guy from Italy, he told me in Italy scanners are prohibited unless owning italian HAM licence and even then it is only legal to monitor HAM frequencies.
Poland - don't know exactly about the law, but it is possible to buy a scanner in Poland and I had no problems using it.

In Sweden...... ..... You are not allowed to disclose what you have heard on frequencies not intended for the public. I.E. no audio streaming allowed.....

That's actually the same way the law is written in the USA. But it obviously isn't enforced.
