LEIN frequencies

I'm sure this question has been asked and answered before, but I'm curious as to why LEIN frequencies are never (I should say rarely) repeated. Is there a specific reason that they keep them simplex?

On a dedicated LEIN freq, the other officers have less of a need to hear the info being radioed from the cars to dispatch.
