I've noticed the DB was updated a while back to include four tac channels for Leominster PD, shown below:

I have a few questions about these, but the most burning one is where did the information come from? I can't find these frequencies licensed to the city on the FCC website, but what I've recorded from scanning them does sound like it could be Leominster, and reception of them is appropriately poor for mobile operations from a town over, where I am listening. I have also found the CTCSS tones to be different than listed on the DB. Basically, I'm wondering if someone knows more about what is going on here, including how we know that these channels are referred to as 5-8 and not 2-5, for example.
